I think providing the Japanese PC userbase with an official release in their own language as early as possible is a higher priority for NISA and Falcom than worrying about an English fan patch at this point. As far as I'm aware, people are already using a patch for Kuro II anyway, so it shouldn't make that much of a difference in this regard.

There has been no official announcement of an English version, but it's fairly certain that NISA (the company that currently has the English localization rights for Falcom games) will be localizing this one (and the sequel Kuro II: Crimson Sin) as well. However, after doing this, none of the text is translated and the game remains in Korean.
