I've seen people say before on here that all you really have to do is go to the mod manager and make sure all the mods are in the active column rather than the inactive one. i have made sure of this around 10 times, i save order endlessly, i still get the pop-up.

Hey, I was having the same issue but fixed it by installing on a different drive. The drive I had the game and mods originally stored used an exFAT file system instead of the native NTFS file system that Vortex uses, I would check the properties of your drive to see what file system your drive uses.
