The middle of a concrete parking lot far away from a gas station, only connected to the highway but a dirt road, is probably the worst place for a base. Zombies can be cleared out over time, rain collectors deliver water.

You're more likely to find military gear on military zombies so pretty much only at *secret* military base, police and military armory. My personal complaint about the game's default loot is that it is so rare that it is actually too rare, you have endless undead but one baseball bat/crowbar for a whole town, if RNGesus hates you you may be stuck with butter knives and planks for a significant ...

There are guns in the military base, just not all that many. It has a pretty ordinary armoury, but I noted no military-specific loot there. The only place I've found M16s and the like is at the military checkpoint near Louisville. Military base definitely isn't worth the sheer hassle of going there, it should be given a proper road in my opinion.
