Currently beat a neighbor but he has 4 tributaries and 2 defensive pact allies. I annihilated the entire neighbor and bombed his allies planets. For some uknown reason, war attrition is 89% but enemy neighbor has been at 100% attrition for almost 5 years and refuses to accept vassalization.
