Kawasaki engine surges at full throttle.

I have a Kawasaki FH 601V HS06 engine that will idle but dies under full throttle while putting out black smoke. It seems to me that the engine is loading up with gas. I cannot find any adjustment externally, but on the parts diagram I see that both needles are hidden under expansion plugs. I am wondering if the carb needs adjustment.Inspect the vent on your gas tank's cap and clean it if it's dirty. Drain the gas tank, clean the gas bowl, and add a fresh batch of fuel.
