I personally can't, I've tried finishing the campaign, all the Witch Queen side quests, completing multiple runs of the Wellspring on Master difficulty, and I can't interact with the Evidence Board in the Enclave, nothing appears in the quest terminal in the H.E.L.M. and the Tower, so no Exotic Glaive for me on 2/3 characters.
Glaive moment. Drop rate is total shit. I decided to not farm it out like crazy and just focused on doing my weeklies and maybe 2 or 3 extra runs per character. It took about three weeks to get my last pattern. Keep in mind, the PATTERN can drop for ANY character (not necessarily the one needed to craft it).The ones labeled are secondary perks to make them feel more exotic. The RNG for their drops is also SO. FUCKING. BAD. I think it took me anywhere between like 60-80 runs total to get the two drops. Once you unlock the first Glaive through the evidence board the other two are earned from Wellspring completions, you can be on any class, and they get added to your inventory directly once the mission complete banner appears on screen. A: The perks outside of the boxes are a fixed, "curated" roll from Bungie. Sometimes, that fixed version of the item will drop fully masterworked (see Nation of Beasts or Vouchsafe for examples).
