I ran mine for several years on a 3rd-gen i3 and it was fine doing 1080p streams. I'm upgrading soon from i7-3770 to i7-12700 (imo 12th gen is way better than 11th gen). If the machine is only being used for Plex, both options will work fine. In fact, you could go down to an 8th Gen and get similar results.
