The OTC is not an exchange. By definition, a stock that trades over the counter is unlisted. When the SEC amended 15c2-11 and prohibited bd's from quoting OTC stocks who do not file financial statements, you cannot just use any random broker-dealer. Most broker-dealers will not deal in caveat emptor and expert market securities.
