From comments elsewhere there is an issue if you are also running Complete Crafting Overhaul (CCO). The issue apparently disappears if you disable the Cloaks of Skyrim (and Winter is Coming) esp plugins. CCO's esp already includes the entries required for these cloak mods. r/skyrimmods.
