Valve is known for giving refunds even after the 2 hour period if you're not abusing the system. I doubt you're going to get your refund if you have enough hours in the game to finish it, and/or you have a long history of refunding games. EDIT: It's even said in the Steam refund policy:

Something is causing a friend's PC to lag, and it's unplayable (13600k + RTX 4060 + 16gb RAM). I told him to put up MSI's Afterburner stats on stream for a test. FPS looks low to me.
