But, these items with the exclamation mark also cannot be removed from your inventory even by putting them in the stash. But they still take weight to carry around. Also, they clutter the inventory.

I have the Overwatch stuck as a mission item and I think when it triggered was in the PL mission where you meet with Hansen in the stadium, after which you have to retrieve all your guns from a locker like the clouds mission and that one gig at a club.
