The key word is level 18, most city builders I've tried have a level requirement of 20-22 which takes significantly more time. I wrote up a guide for doing it with the older terms of 60 days to hit level 22. I think doing it in 21 days would be possible though. I've seen it listed on freecash with a 30-day limit.
