AA or Bloodied or Aristocrat is good. 50 Vats Crit or Faster Fire Rate is good. 25 Less Vats or 15 Reload or Break Slower is good. AA\50c\25 is the meta, people generally want it to burn bosses with their commando builds. Quad is useless as the effect only apply to the base weapon making the increase meaningless.

It likely is not an Enclave version if it has a pulse capacitor on it. If it is a regular plasma gun simply change the pulse capacitor to anything else to make it a flamer again. If you can mod it and there are many mod options it is not an Enclave version as they can only be modded with a very limited type of box mods.
