F is there to be used, as tiers have to be valued reliatively, and some leaders will always be at the bottom of the pole, thus deserving the F tier. Well Nubia just blatantly isn't a bottom tier. The early power of Nubian Archers alone is enough to lift them out of it. It is probably the best earliest rush civ out there.

Sometimes it's multiple big oceans you can connect with good Canal cities and build a super trade empire.
